This is the FULL TIPS executable program and needs only to be installed once.
After the first successful installation you can keep up to date with future TIPS releases by referring to the "TIPS INSTALL PROGRAM."
If you have never run TIPS before, please download this file first and extract it to a folder (e.g. TIPS), then extract the (INSTALL.EXE) file.
